How ads about social issues, elections or politics are reviewed (with examples)

Advertisers must follow both the Community Standards, which apply to all types of content, and Meta Advertising Standards, which apply to paid advertising.

The ad review system on Meta technologies reviews ads for violations of the Advertising Standards, such as the policy on ads about social issues, elections or politics. This review process may include the specific components of an ad, such as images, video, text and targeting information, as well as an ad's associated landing page or other destinations, among other information.

All ads are subject to the ad review system before they're shown on Facebook or Instagram. This system relies primarily on automated technology to apply the Advertising Standards to the millions of ads that run across Meta technologies. While the review is largely automated, we rely on our teams to build and train these systems, and in some cases, to manually review ads.

Ads about elections or politics require authorisations and a "Paid for by" disclaimer if the ad content includes any of the following examples:

  • Advocacy for a politician, candidate or a political party.
  • The name of a political figure, politician or candidate for public office; or their image or the title mentions a political figure (e.g. "Governor", "MP" or "Minister"). Political figures include officials appointed by politicians such as the Surgeon General of the United States.
  • The Page name includes the name of a political figure (e.g. the Page name is Governor Elisabeth Jones).
  • Advocacy for a change to law or policy.
  • Advocacy for or against legislation such as regulations, decrees, executive orders and proclamations such as "shelter-in-place" and "restricted travel".
  • Grassroots advocacy where there is a call to action to a person to contact an elected official or governing body to take a specific step or to sign a petition aimed at an elected official or governing body.
  • Information about voting, such as when and where to vote, methods for voting and more.

Ads about social issues require authorisation and a "Paid for by" disclaimer if the ad content includes discussion, debate or advocacy for or against social issues within certain countries. Check below for social issue ad examples and sub-topics that do or don't require disclaimers in certain countries.

Ads about social issues and selling products or services

Ads primarily selling a product or promoting a service may not require authorisations and a disclaimer. This does not apply to products or services about or with mentions of politicians, political parties, elections or legislation. Learn more about these ads here.

What to do if your ad has been incorrectly flagged as being about social issues, elections or politics

If your ad was stopped because it was determined to be about social issues, elections or politics, but you think that it was a mistake, you can appeal our decision. You can submit an appeal by either completing this form or taking these steps:

  1. Go to Ads Manager.
  2. Select the campaign, ad set and then the specific ad that you want reviewed.
  3. Click Request review and follow the instructions for submitting your appeal.

What to do if your ad has been incorrectly flagged as being about social issues, elections or politics

If your ad was stopped because it was determined to be about social issues, elections or politics, but you think that it was a mistake, you can appeal our decision. You can submit an appeal by either completing this form or taking these steps:

  1. Go to Ads Manager.
  2. Select the campaign, sd set and then the specific ad that you want to be reviewed.
  3. Click Request review and follow the instructions for submitting your appeal.
