Advertising policies related to coronavirus (COVID-19)

In response to the coronavirus (COVID-19) pandemic, we've been working to support global health officials and keep people informed, safe and connected. As we continue to monitor the situation, we may make adjustments to our Advertising Standards to help protect people from exploitative tactics in ads related to COVID-19.

In this article, we discuss important updates that we've made to the following advertising policies: Commercial exploitation of crises and controversial events, unrealistic outcomes and social issues, elections or politics. While most advertisers are allowed to promote products related to COVID-19, we've put some restrictions in place to help keep people safe across our technologies.

Commercial exploitation of crises and controversial events

Meta's commercial exploitation of crises and controversial events policy states that ads must not contain content that exploits crises or controversial events for commercial purposes.

Restrictions for high-demand products

Most advertisers are allowed to advertise products related to COVID-19. For specific products that have been in high-demand during the pandemic, we require that your ad account has at least four months of advertising history, or that your business portfolio in Meta Business Manager was created at least four months ago. We also require that your ad account has avoided repeated or severe violations of our policies.

If you meet these requirements, you can advertise high-demand products such as masks, COVID-19 test kits, hand sanitiser and disinfectant wipes. This policy is to protect people from advertising tactics that may exploit the pandemic for commercial purposes.

Prohibited content in ads

The following types of ads are prohibited for all advertisers:

  • Sale of COVID-19 vaccines: Ads that promote the sale of COVID-19 vaccines, such as attempts to sell COVID-19 vaccine kits or expedited access to vaccines are prohibited.
    • Note: Ads that promote information related to COVID-19 vaccines and access to COVID-19 vaccines are allowed. (For example, "You may have access to a COVID-19 vaccine at little to no cost. Check with your health provider today.").
  • Urgency tactics: Ads for supplies or products related to COVID-19 that use the global pandemic to create a sense of urgency or incite fear. (For example, "COVID-19 is on the rise. ORDER NOW TO PROTECT YOURSELF!")
  • Categorical prevention claims: Ads for supplies or products related to COVID-19 that include claims of providing categorical or guaranteed prevention from COVID-19. (For example, "Completely eliminates COVID-19 on all surfaces")
  • Gifts and giveaways of prohibited products: Our policies continue to prohibit attempts to offer any prohibited products such as COVID-19 vaccines as a free giveaway. (For example, "Donate today and we will throw in a free COVID-19 vaccine".)

Bear in mind that ads are not allowed to link to landing pages that sell prohibited products or services. Your ad may be rejected if the landing page doesn't comply with our Advertising Standards.

Examples of allowed ads

  • Ads that promote information related to COVID-19 vaccines, which includes information regarding where people can go to get vaccinated. (For example, "You may have access to a COVID-19 vaccine at little to no cost. Check with your health provider today.")
  • Promoting donations as long as they are not contingent on the sale of a prohibited product (for example, a COVID-19 vaccine) or include claims to prevent or cure COVID-19.
  • Ads that inform people of changes to business hours or operations due to COVID-19.
  • Ads for insurance products and services as long as they don't incite fear or indicate urgency in light of COVID-19 or include categorical prevention claims.
  • Ads that seek to inform or educate consumers without a commercial purpose.

Unrealistic outcomes

Meta's unrealistic outcomes advertising policy states that ads must not contain promises or suggestions of unrealistic outcomes for health, weight loss or economic opportunity.

Prohibited content in ads

Under our unrealistic outcomes policy, the following types of ads are not allowed:

  • Ads that make deceptive, false or unsubstantiated health claims, including claims that a product or service can provide 100% prevention or immunity, or is a cure for the virus. Examples of prohibited ads include:
    • "Our masks are guaranteed to keep you safe from COVID-19."
    • "Kiss the coronavirus goodbye! The new COVID-19 vaccine provides complete immunity against the virus!"

Note: For ads related to COVID-19 vaccines, we do allow claims that a COVID-19 vaccine can be an effective measure to prevent contraction of the virus. (For example, "The newly approved COVID-19 vaccine has been proven to be effective in preventing COVID-19. Contact your doctor or local health authority to see if you're eligible today."). Ads about social issues, elections or politics have additional requirements when they reference COVID-19.

Social issues, elections or politics

If ads include political or electoral content or if they include the advocacy, debate or discussion of social issues (in certain countries), then advertisers are required to be authorised and must include a "Paid for by" disclaimer on their ads.

A reminder on account enforcement

Repeat offenders are subject to enforcement. If we see advertisers repeatedly violate our Advertising Standards, we may take action and restrict or disable an account, including a personal ad account, Ads Manager account, Business account in Business Manager, Facebook Page or Instagram page.
